Soviet military power is potentially dominant, and the Nordic states have not attempted to contain it by counterdeployments.

Whether this can be done without considering formal membership remains to be seen. When examining the political choices on security issues available to the Nordic NATO states' governments, it should be accepted that the political support does not exist for the sort of demands coming out of Washington or Brussels- substantially increased defence expenditure, support for all aspects of British and American nuclear policies, support for SDI. That these countries do have such strong defences for such small populations, do have such popular support for NATO and are integrated into the NATO Command structure is a tribute to their politicians and people, as well as to the stupidity of previous Soviet leadership.

The Nordic area exhibits a decreasing degree of integration into the connecting tissue of the Western system of security as we move from west to east; the Nordic pattern is woven into the overall security order in Europe. It is a balanced pattern in the sense of constituting a stable arrangement. The rules of engagement are tacitly observed by the outside powers, and carefully monitored by the inside powers. It is broadly understood that significant changes with respect to the external engagements in the security arrangements of any Nordic country would lead to reassessment in the others, as well as to external pressures for compensatory concessions.
