According to Offe, there is a genetic relationship between the complexity of social systems, their vulnerability to 'deviance' and increasing welfare state control. From this standpoint, 'complex' welfare capitalist societies are highly sensi­ tive to the effects of 'deviant' social action, which it is therefore necessary to monitor and bureaucratically control.

Rather, my aim is to identify laws of motion that can be represented as an inverse development of the minimum and maximum thresholds of the level of intervention in the process of capitalist socialization. 10 It is possible to identify five hypotheses that describe the interaction between those interventions necessary for preventing malfunctions and those which relate to confticts (maximum threshold): 1 Lowi's formula, 'policies determine politics' , can be interpreted as a lowering of the maximum threshold in reaction to a raising of the minimum threshold: the more numerous and visible the regu­ latory activities of the political-administrative system, the more intense the conflicts constituted by policies.
