Hierarchical Network Architecture,Vertical Responsibility System, and Multilayered Policing In order to exert the highest possible degree of control, the Internet architecture in China does not follow the familiar decentralized network pattern. To the contrary, the structure of the network is designed in a strictly hierarchical manner, with the individual user at the bottom line. Top-down, on the highest level we find, under the direct control of the Ministry of Information Industry (MII), only a handful of international gateways that connect the Chinese network to the World Wide Web.

Although criticism often tends to be very outspoken and directly challenging the CCP, this pattern should, however, not be mistaken for principled political opposition. Relevant discourses are always related to particular political issues and, surprisingly, in principle do not seem to draw more general conclusions. Some participants, united in their criticism of human rights policies of the CCP, share a common identity as protagonists for human rights in China. Some group around environmental issues and others around censorship and free speech.

The majority of Chinese BBSs does not at all focus on political issues. On the contrary, most of them have to be regarded communication platforms for exchanging news and views on lifestyle and pop culture issues. BBSs subdivided by larger topics are serving virtually all aspects of mainstream modern urban lifestyles: partnership, marriage, sexuality, parenthood, girls’ and women’s issues, education, studying abroad, software, sports, fashion, food, entertainment, cars, pop music, movies, travel, literature, finances, or military and foreign policy issues, and so on.
