Our session with carers reinforced our view that assessments should reflect service users’ feelings and not practitioners’ own personal judgements. We have found that service users find it much more difficult to comment on their assessments than carers. This may reflect their vulnerability, anxiety, fear or lack of comprehension. If they are reluctant to comment, it is even more important that we demonstrate that we have sought their views. It is good practice for workers to ask the service user if they can take notes and to read back what they have written in order to check for accuracy.

It was initially set at £60,000 for our locality and was subsequently increased in line with inflation. Unfortunately, it became a source of some fairly bitter contention, primarily between the social services department and the Black communities, but also among the different community groups who were all anxious to obtain a share of the resources. (It has been observed elsewhere that funding which is specifically set aside for ‘special provision’ for minority ethnic communities can lead to competition for resources on the basis of ‘culturally distinctive needs’ (Husband 1996; Walker and Ahmad 1994; Watters 1995)).

Two problematic areas are the diagnosis that has not been shared with the service user and a multi-disciplinary case conference which has made a decision that the social worker considers does not uphold the principles of service user involvement and empowerment. In both instances colleagues need to be challenged. We recommend that we adopt the same approach to colleagues from other disciplines that we recommend for ourselves, that is to give positive feedback to sensitive and objective contributions and ask for more factual details when needs are presented as recommendations.
